3. The provision test — Does your employer provide a car parking space to an employee? This includes owned spaces, leased spaces, reimbursing employees for parking costs.

Average Cost Method: Uses the average of the lowest fee charged by commercial car parking stations within 1km at the start and end of the FBT year. Simple but can overstate liability.

Market Valuation Method: Uses an independent market valuation of the car parking benefit. Can produce lower values but requires a qualified valuer.

Commercial Parking Station Method: Uses the lowest daily rate charged by commercial stations within 1km on the first day of the FBT year (1 April 2025). Often the most favourable method — but only if you identify the correct station and the correct rate.
